Beginning with the premise that some of the greatest threats to global stability come not from the great powers but from smaller countries that repress their citizens, behave aggressively towards their neighbors, or, in the extreme, combine these characteristics as rogue nations, Professor Rotberg will examine this phenomenon and discuss a methodology for identifying the worst of the worst offenders. Using another premise that state-sponsored oppression, including disrespect for human rights and disdain for democratic values, is just as dangerous in terms of lives lost as state-sponsored terrorism, Professor Rotberg will also address the conundrum of how to deal effectively with such miscreants.
