BOSTON PUBLIC LIBRARY Applications Manager (P5)
Basic Function: Under the direct supervision of the Supervisor of Systems and Services or delegate, manages the further automation, maintenance and upgrading of Library Automated Applications. Translates staff needs into application support requirements, develops application specifications and implements PC and mini-computer applications to meet staff requirements.

Duties and Responsibilities:
1) Manages the ongoing operations and maintenance support for the installed base of Library Automated Applications including providing support to regional affiliates such as the Metropolitan Boston Library Network and the Boston Regional Library Systems.
2) Oversees the development of Automated Applications provided by vendors or technical consultants to ensure the satisfaction of library staff and network member business needs; monitors all aspects of the development and acceptance testing processes to ensure adherence to defined standards; coordinates staff and consultant activities.
3) Develops, designs, programs, tests and installs application enhancements and upgrades for Library Automated Applications.
4) Oversees management and installation of new releases and maintenance support activities provided by application software vendors.
5) Identifies and defines Automated Application development opportunities which leverage the installed applications’ base and future staff and network member requirements.
6) Establishes standards and procedures for Automated Applications development, data migration and project management.
7) Maintains a current knowledge of Automated Application development techniques, design tools, traditional databases and operating environments.
8) Coordinates systems activities such as installation, training and adherence to contract requirements with staff, network members, patrons and vendors.
9) Performs related duties as required.
Minimum Qualifications:
Bachelor’s degree from an accredited college or university. Master’s Degree in Library and Information Science from an American Library Association accredited library school preferred. In exceptional instances, specialized education, training, and/or experience may be substituted for part or all of the educational requirements.
Demonstrated understanding of Automated Library Applications, development methodologies, software project management techniques, application design, data migration and programming within a library environment as acquired through four (4) to seven (7) years of technically related experience in translating requirements into effective applications of which two (2) years must have been in the capacity of a project leader. Experience in relational database management preferred.
Special Qualifications:
Proficiency in information/data modeling techniques and a demonstrated ability to translate business requirements into technical specifications.
Experience in project and personnel management along with the ability to establish effective relationships internal/external to the Library and affiliated networks.
Excellent analytical, interpersonal, written and oral communications are required.
