Improving Research Information Access and Management

Background

The Union of Concerned Scientists (UCS) currently has more than 40 scientists and analysts on staff across multiple offices and satellite locations. Staff scientists and analysts have highly diverse areas of technical and policy expertise, objectives, and needs for access to both the published and gray literature. We seek to ensure that staff have access to information needed to do timely, high-quality, policy-relevant analyses.

An internal UCS survey in 2008 and subsequent discussions indicate that (1) current access to research information is highly idiosyncratic; (2) many scientists and analysts on staff report that they lack sufficient access to full-text journal articles and other priority information resources; and (3) some feel hampered by the lack of internal systems, such as common bibliographic databases, that would allow staff working on related issues to better know what electronic and print literature we may already have. Improving access to and management of reference resources may provide significant organization-wide benefits.

Scope of Work:

UCS is seeking a consultant with expertise in managing library and related reference resources for research-oriented environmental non-profit organizations to:

Assess the current means by which physical, subscription (online and print) and online database resources are accessed and managed at UCS; Assess options for improving access to and management of these resources, taking account of input from UCS scientific and technical staff, the experience of similar organizations, and projected available budget; Produce a report that describes the findings and provides clear, prioritized recommendations for near-term (next 12 months) and longer-term (over 3 years) actions that UCS could take to improve access to and management of reference resources. Near-term actions should be those that could be implemented at little or no cost.

Level of effort is expected to be up to 10 days of work to be completed by June 30, 2009. The consultant will conduct in-person and phone interviews, develop a draft report for UCS review, and, complete a final report.
